History of the Division of Island Garden City of Samal
The Interim Division of Island Garden City of Samal started its operation five years after Island Garden City Samal was created on March 7, 1998. On February 26, 2003 , during the Sangguniang Panglunsod, 2nd City Council Meeting a resolution was passed, Resolution No. 047-A s. 2003 “Requesting the Secretary of Department of Education, Hon. Edilberto De Jesus to approve the creation and operation of the City Schools Division Samal”. It was supported by two other resolutions, Resolution No 047-B s. 2003, “ Resolution Requesting Hon. Antonio R. Floirendo , District II to Appropriate Funds for the Creation and Operation of the City Schools Division and Resolution No. 138 s. 2003 “ Resolution Assuring financial Support to the Operation of Interim City Schools Division of the Island Garden City of Samal” . By virtue of these statutes, the Interim Schools Division of Island Garden City of Samal was finally born on August 19, 2003 by the installation of Juan E. Taloma as Schools Division Superintendent through the Regional Director, Diamaar P. Kadon. With the leadership of Juan E. Taloma, the flagship guide in educating the child was launched which is dubbed as “JET IGACOS”.
It is interesting to note that the Interim Division of IGACOS commenced in a humble beginning with nothing from the start especially in its physical set up but with the support of the Local Government Unit headed by Hon. Mayor Rogelio P. Antalan, Mr. Taloma ably managed the fifty one (51) elementary schools with four hundred fifty (450) teachers for twelve thousand eight hundred eighty seven (12, 887) enrollees; ten (10) high schools and one extension high school with one hundred fourteen (114) teachers for five thousand three hundred seventy nine (5,379) high school students all over the island in school year 2003-2004.
Thence, SDS Taloma organized the 24 promotional and support staff, intensified and strengthened the function of principals in accordance with the provision of RA 9155 through the implementation of School Development Plan (SDP) coverage in three pilot schools, namely; Caliclic Elementary School in Babak District; Penaplata Central Elementary School in Sam al District; and Sta. Cruz Elementary School in Kaputian District. He also initiated the crafting of the ten-year Division Development Plan with the consultation of internal and external stakeholders and with concurrence of the City Mayor Hon. Rogelio P. Antalan, the Federation PTA President represented by Engr. Samson Corpuz, the Federation of School Governing Council President and the association of tribal leaders known as “PIGSAPU” represented by Datu Alfonso San Juan of the Sama tribe.
The Interim Division of Island Garden City of Samal was finally approved on January 6, 2004 by virtue of memorandum Oder No. __series ___duly signed by the DepED Secretary Edilberto de Jesus approving the autonomy of the Interim Division to operate on instructional and administrative matters and access to DepED Regional Office. The herein Memorandum Order was issued as a result of the Memorandum of Agreement (MOA) duly signed by and between the Local Government Unit of the Island Garden City of Samal represented by the Local Chief Executive Hon.Rogelio P. Antalan and the Department of Education Regional Office XI represented by the Regional Director Diamar P. Kadon.
Dr. Bienvenido C. Cuison was the second Assistant Schools Division Superintendent of the Division of Island Garden City of Samal. He was officially installed on September 7, 2004, a year after the DepED Interim Division of IGACOS was established as an Interim Division under the leadership of his predecessor SDS Juan E. Taloma.
Upon assumption as ASDS of IGACOS, he was challenged by the National Achievement Test (NAT) result putting IGACOS Division in the last rank in the entire Region XI. To address this he did the following interventions namely; he institutionalized the Principal’s Test where all elementary and secondary principals were tasked to prepare test questions for the pupils and students; he made a directive on intensive monitoring and evaluation of instruction in schools; and, he appealed to the idealism and commitment of teachers, thus, teachers were trained in making test questions that assessed Higher Order Thinking Skills (HOTS).
With Dr. Cuison’s leadership, IGACOS Division received two awards in the national level as rank 2 in Performance Gain in both elementary and secondary levels and as Top Performing Division in English, Science and Mathematics for school year 2005-2006. In the same year, it was also awarded as number 1 of the regional ranking for NAT with highest Mean Percentage Score (MPS) in elementary level and number 1 Top Gainer in the secondary level.
As the Father of Special Education (SPED) in Region XI, Dr. Cuison initiated the implementation of SPED in IGACOS Division which was initially started in Penaplata CES, Samal Distirct.
On February 11, 2006, Dr. Bienvenido C. Cuison retired as ASDS in this Division serving for two (2) school years.
In the same year, Dr. Lilian C. Calicdan took the leadership of the Interim Division of Island Garden City of Samal who acted as Assistant Schools Division Superintendent.
During her leadership, the Division Office was transferred to the District Office and SLRC of Penaplata Central Elementary School. Improvements were done by constructing comfort rooms, pantries and other additional fixtures to make it a conducive working environment. She always emphasized better learning outcomes, thus, assisting school heads to raise academic performance through accreditation program of the Department.
With the transfer of Dr. Lilian C. Calicdan to Compostela Valley Division in 2008, Dr. Recolito Y. delos Reyes was installed as the Assistant Schools Division Superintendent last August 2008. During his time, he sustained the various programs, projects and activities implemented by the division office and gave emphasis and importance on NAT performance. He is noted to be a “hands-on” superintendent for the reason that he will also regularly conduct unannounced classroom observations throughout the division. He also joined the Division SBM Team in conducting assessment on the status of SBM implementation. It was also during his management that IGACOS Division was a recipient of the construction of the new Division Office with a total project cost of nineteen million pesos (Php 19,000,000.00) and the Engineering Science Education Program (ESEP) was implemented at Nieves Villarica National High School.
Dr. delos Reyes assumed office as Assistant Schools Division Superintendent until such time that he was transferred to his hometown division, Digos City on January 6, 2011.
With the transfer of Dr. delos Reyes, IGACOS Division was under the dynamic leadership of the Officer In-Charge, Asst. Schools Division Superintendent, Reynaldo B. Mellorida, with fifteen (15) Division Supervisors/Coordinators who conducted instructional supervision and provided technical assistance to schools in the delivery of basic education. Mr. Mellorida sustained the implementation of DepED programs, projects and activities in this division which were started by the previous administration. He reshuffled all elementary and secondary school heads who already stayed for more than five years before he left this division.
On September 3, 2012, came another chapter in the city division of the Island Garden City of Samal when Assistant Schools Division Superintendent Eufemia T. Gamutin, CESO VI took the helm of the division as the officer-in-charge of the Office of the Schools Division Superintendent. She touted as a leader who is firm, just and has the will to implement policies and reforms.
Under her helm, she capacitates school heads on crafting school improvement plan and institutionalizes the quality assurance of their performance. Her administration focuses on good governance and transparency in all transactions in the division. Her hands-on brand of management leads the promotional staff and school heads to execute their work better to achieve the goals of the Division.
It is during her time that the Library Hub of the division opens and make it operational. She gets the help of the Local Government Unit to allocate budget for the repair of the building. She taps the partnership of Toshiba Philippines for the books and other materials for the hub. The partnership of Toshiba extends to the introduction of an environment program dubbed as Mottainai. It is a program integrated in all subjects for the application of its five pillars and practicing care, protection and preservation of our environmental resources. She also strengthens the Gulayan sa Paaralan Program by introducing organic farming which will then be integrated in Mottainai implementation.
Her passion for quality leadership and school management leads to the increase of schools in the division that are accredited in APPES by the regional office. There are twenty-four (24) and three (3) schools currently accredited Level I and Level II respectively, having the distinction of being the division with the most accredited schools in Region XI.
Moreover, being the concurrent Executive Director-designate of NEAP XI, she designs a two-week program for the school heads of IGACOS to capacitate them as leaders of the 21st century through the SBM Support Fund.
The reforms in the sports development program in the division is also underway by letting the schools identify their priority sports to be developed in their schools and incorporate it in their school improvement plan. In doing so, the meager funds of the school will be utilized properly and be able to develop competitive players to qualify in higher level of sports competition.
Under her watch, the completion of the new Division office is on-going and expected to be finished in the middle of 2014 which will hopefully be operational in order to serve its customers better.
Presently, the division is preparing to meet the demands of the K to 12 Program by preparing the schools to be ready for the implementation of the Universal Kindergarten and Senior High School. It is also aligning its programs in preparation for the ASEAN integration and other key educational reforms worldwide in order to achieve the goals of the Department of Education. It continuously endeavors to keep abreast with the demands and learning needs of the 21st century learner.
